It's plain lack of civil sense.

I recently had an unpleasant experience at a well-reputed hospital in Mumbai's suburban area. While waiting for my partner's sonography, a (un)gentleman(a well educated)was disturbing others by playing videos on his mobile, completely disregarding the patients around him. I had to escalate the issue to the hospital administration, highlighting the need for maintaining a peaceful environment. 

It's plain  lack of civil sense.
